This design is floral forms constructed from traffic cones on a 3-dimensional plinth-like base (with symmetry p6). It appears US traffic cones are a little different from UK ones - being more spiky (narrower), less curvy, having a flimsy square rather than solid hexagonal base and sporting 2 white stripes instead of just 1. Currently displaying a version on a black tarmac background.
