Thanks, everyone! I love using pocket closures because they give you that extra room to get over the "junk in the trunk." It could be for a little girl or, if you were my former neighbor from Thailand, I guess it would fit you too. She was an impossibly small gal. I guess I will have to actually measure it to be sure - let's see pi*d, waist is 10" across= 31.4 inch waist; skirt is 36 inches=113" unhemmed circumference; unhemmed length w/o waistband is 13 inches. You could gather the skirt a little to make it fit a smaller waist.

This floral print is really pretty. I think it is perfect for a skirt.
